Bombs, Baloney and the
Bush Administration

In a lawless world where millions are starving and homeless, this administration believes that Anti-Ballistic Missile Treaty (1972): The ABM
Treaty between the United States and Soviet Union should be scrapped because it bars development of national missile defenses. 1
START II (1993): The U.S.-Russian accord requires each side to reduce strategic nuclear weapons from 6,000 to a range of 3,000-3,500 by
2007. The Senate has ratified the treaty, but the Russian Duma has conditioned ratification on U.S. Senate approval of changes in START II
and the ABM Treaty. President Bush is not seeking to ratify those changes. He wants to end, not amend, the ABM Treaty. He has launched
new talks with Russia on reducing nuclear arsenals. 2 Comprehensive Test Ban (1996): The treaty would ban all nuclear test explosions, but
the administration says it would limit U.S. research. White House officials have held up submission of the treaty to the Senate, which refused
to ratify it in 1999.3
Kyoto Protocol (1997): Aimed at combating global warming, it is backed by 178 nations. Bush has rejected it on grounds that it would harm
the U.S. economy despite the fact that America with less then five percent of the world's population produces approximately 25% of the
greenhouse gases. Bush has promised to offer alternatives for dealing with the problem. The Johannesburg Summit of 2002 caused
controversy for the Bush administration. The world is still waiting for the alternatives. 4  Biological weapons (1995): The administration
abandoned a United Nations draft accord that sets out enforcement mechanisms for the treaty, which would limit germ warfare. U.S.
negotiators say the approach threatens industry and national security. John Bolton, then Under Secretary of State for Arms Control and  
International Security on November 2001 had this to say about this important legal agreement:
As it turns out, Saddam's Iraq was a toothless tiger. There were no "weapons of mass destruction". The reasons for the Iraq war were lies. But
the people who are being killed and wounded are very real.

Land Mine Ban (1997): The administration is expected to concur with the Clinton administration's rejection of the treaty, which calls for the
destruction of anti-personnel land mines. The fact that many victims of land mines are children does not bother America's defense contractors
or their investors. 6

International Criminal Court: The treaty would create the first permanent international tribunal to prosecute war crimes, genocide and crimes
against humanity. The administration says the accord could infringe on U.S. sovereignty and put U.S. troops at risk. Bush has no plans to
seek Senate ratification. Obviously if the U.S. was a party to this international agreement, Kissenger, Rumsfeld, and numerous other
Americans would be legally liable for war crimes. Not being a party to this treaty tells the world we are a lawless nation.7

Small Arms Control (2001): The administration agreed to a U.N. pact to stem the illegal flow of small arms. However, U.S. officials blocked two
key provisions: regulation of civilian ownership of military weapons and restrictions on trade to rebel movements. There is no way the National
Rifle Association will allow gun control in the U.S. much less a international treaty on this important public safety problem. 8 **

1982 United Nations Convention on the Law of the Sea:  The United States has refused to ratify this law that would set standards on ocean
mining and seabed development. The treaty would be administered by the United Nations and fees from development would be paid by the
various countries to the UN. 9

The Nuclear Non-proliferation Treaty (NPT) The United States signed the NPT in 1972. The Bush Administration absolutely refuses to
abandon our policy of possession and right to use nuclear weapons. 10

Along with power comes great responsibility. The Anti-Ballistic Missile (1972) saved the United States and the former Soviet Union hundreds
of millions of dollars. Much to the chagrin of the defense spending coalition, the treaty would have prevented both countries from wasting
money on new weapons systems and a spiral in the arms race. The Bush Administration was intent on building their Missile Defense System.
There is no possibility this weapons system will work. A boat loaded with weapons or a truck full of explosives can simply go under or around
this expensive boondoggle. But the far right wing of the Republican Party is not satisfied with just building a worthless missile defense system.
The defense spending coalition opposed the START II  (1993) Treaty: This treaty was originally part of the nuclear arms negotiations that had
their birth in the Nixon administration and the failed SALT negotiations. Say what you want about our national wart, Nixon knew arms
control. When the defense spending coalition saw that arms control with the former Soviet Union was going to save the country hundreds of
millions of dollars, George Bush Senior and Team B of the CIA recalculated the figures. With a carefully calculated media blitz the extreme
right wing defeated arms control. 11

The result was the taxpayer paid for the largest arms buildup in human history under the Reagan administration. In the twelve short years of
Reagan Bush I, the country was transformed from the largest creditor nation to the largest debtor nation. And it all happened with the help
and complicity of the Democratic Congress. Despite the massive rhetoric and propaganda, there are no such things as “weapons of mass
destruction.”  Humans have reached the point in evolution where we have created instruments for committing genocide. A weapon is a one on
one instrument where individuals can attack or defend each other. Swords, spears and later in history guns still involved one on one attacks
and defense. Starting first with nuclear weapons, these are not weapons in the traditional sense like a sword that requires you to see the
victim in the eyes before you stab him in the heart. Not signing the Comprehensive Test Ban is not even a question of common sense and
decency. Nuclear weapons, like their chemical and biological counterparts, are immoral. Their use will cause serious environmental problems
over and above the genocide. We do not have a good reason to refuse signing these treaties other than the defense spending coalition will
make money.

Biological and chemical weapons are the poor man’s hydrogen bomb. They will be used by the criminal terrorists whose twisted view of God
will justify mass slaughter of other humans. But the Administration that wants to rid the world of terrorism, our allies have not been impressed
with our behavior. As the Center for Arms Control and Non-proliferation observed the Bush behavior:
While the vast majority of the BWC’s parties have conscientiously met their commitments,
the United States is extremely concerned that some states are engaged in biological weapons
activities that violate the Convention. We also are concerned about potential use of biological
weapons by terrorist groups, and states that support them.

First, we are concerned by the stated intention of Usama bin Ladin and his al Qaeda terrorist
organization to use biological weapons against the United States. We are concerned that he [bin
Laden] could have been trying to acquire a *** biological weapons capability, possibly with support
from a state. While the United States is not prepared, at this time, to comment on whether rogue
states may have assisted a possible al Qaeda biological weapons program, rest assured that the
United States will not rely alone on treaties or international organizations to deal with such terrorist
groups or the states that support them. Neither the Biological Weapons Convention nor the former
draft BWC Protocol would stop biological terrorism by groups like al Qaeda or restrain their rogue-
state patrons. Beyond al Qaeda, the most serious concern is Iraq. Iraq’s biological weapons
program remains a serious threat to international security. **** The United States strongly suspects
that Iraq has taken advantage of three years of no UN inspections to improve all phases of its
offensive BW program. The existence of Iraq’s program is beyond dispute, in complete
contravention of the BWC. The BWC Protocol would have neither hindered nor stopped it.5
What we are telling the rest of the world is we have the most powerful military. We are the law and no nation or group of nations can tell us
what to do. Screw the tree huggers and fur savers. Take your Kyoto treaty and stuff it where the sun does not shine. So much for Princess Di’
s humanitarian work on trying to rid the world of land mines. This callous indifference to the human rights of children, (among the largest
number of victims of landmines), is truly appalling. I have wheel chair tennis friends who are amputees from various accidents. They are
excellent wheelchair tennis players. In fact the former men's world champion in wheel chair tennis is an amputee. But we do not need a world
with more amputees.

You can just picture these Democrat and Republican executives laughing while their companies produce land mines, small arms, conventional
weapons and other instruments for harm. They know their product will kill or permanently injure tens of thousands of people worldwide. And
this is what our great and wonderful country opposes? It demeans us as a people to be on the side of evil. To have world peace we must
have world law
and with that comes a court system that works. World peace cannot only exist at the end of a gun where others do as we tell them because
we are the playground bully. Yes we are the most powerful nation in history. But with power comes great responsibility. Will we use our power
responsibly? Or will we become like other empires? Arrogance is great way to lose what we value so dearly. Do we really want to have a world
where every thug and killer can get whatever type of gun American weapons manufacturers will sell them? Oh, that’s right, this is the world we
already live in now. Remember what the NRA will tell you, “guns don’t kill people. People kill people.” According to the United Nations:

“All major U.S. allies support the draft, arguing that any shortcomings could be improved during
the negotiations. The allies were further antagonized by the fact that the Administration's move
came with no advance warning. The draft protocol represented a compromise reached over six
years by the 143 nations that have ratified the Biological and Toxin Weapons Convention. The
European Union argued that the protocol's draft, despite its imperfections, is the best way to
combat the germ weapon threat. Significantly, the U.S. even refused to propose changes
to the protocol”. 12
There are over 600 million small arms and light weapons (SALW) in circulation worldwide. Of 49
major conflicts in the 1990s, 47 were waged with small arms as the weapons of choice. Small arms
are responsible for over half a million deaths per year, including 300,000 in armed conflict and
200,000 more from homicides and suicides. 13
Our nation used nuclear weapons to end World War II.  The debate on this decision to use uranium and plutonium bombs on a surrendering
Japan that was losing every battle on every front continues to this day. We used both of our designs, the uranium and plutonium bomb on the
Japanese cities. This display of power showed the Russians our willingness to use our new toys and assert our global hegemony. Now
bankrupt Britain was no longer a world power. Into this power vacuum America stepped into the British shoes of empire. These horrific
weapons clearly ended the war. Some historians estimate that at least one million Americans would have died in the invasion of Japan and
millions of Japanese civilians also would have died. By using them we established a precedent for their use.

In the subsequent ideological fight for global domination between communism and capitalism America and our partner in crime, the former
Soviet Union, we developed approximately 50,000 nuclear weapons, huge stockpiles of chemical and biological weapons and threatened
other societies with them. We even taught other nations how to develop and use these horrific weapons and at times gave them the materials
and technology. These nations included Iran under our dictator and murderer, the Shah Mohammed Reza Pahlavi, Israel since it’s creation
and Iraq under Saddam in their war against Iran. Our Russian crime partner aided North Korea with weapons technology.

Nations that can build an oil refinery, with the right materials can construct crude atomic explosives. Fifty years after Hiroshima and Nagasaki,
nukes are no longer a technical problem but a political one. There are no secrets. Approximately 20 pounds of Plutonium U239 or Uranium
U235 can create a crude weapon. All that is required to build a crude fission bomb is a six- foot lead pipe two inches thick and dynamite with
exact timers at each end. The U239 or the U235 is then placed just inside the dynamite at each end. When the explosion occurs the nuclear
material will collide and should cause a fission bomb that can destroy a section of any city. The ensuing terror from the radioactivity, even if
the bomb did not properly work would cause world financial markets to immediately collapse. The overreaction from various governments
would cause more pandemonium and more loss of life. Innocent people would be killed by armed forces seeking an invisible cowardly enemy.  
Unfortunately, one day some city on our small planet is going to experience this nuclear horror. Since any truck or van can carry this crude
weapon, absent turning the entire planet into one giant police state, there is no real defense only police detective work and prevention.

Chemical and biological weapons can be built with far less difficulty. If you can build a pharmaceutical plant or a detergent plant then you can
create biological and chemical weapons. These are the poor man’s hydrogen bomb. These weapons truly open the gates of hell. America
killed approximately 6,000 sheep and other animals in 1968 in a nerve gas “accident”. In one of the longest conflicts of the last century, in
violation of international law, America assisted the Iraqi army in defeating Iran through the use of chemical weapons. Thousands of soldiers
died. The Iraqis obtained this technology from the United States and other western countries and our crime partners, the Russians.

Of course what is left of America’s Indian community knows all about biological weapons. The ethnic cleansing policy of early America
completely eliminated several tribes and cleared the way for New England to be populated by Europeans. Small Pox was a very effective and
deadly weapon. Millions of Indians were killed in history’s largest genocide. To this day America will not subject American soldiers to an
International Criminal Court. Had the International Criminal Court been in existence during the Vietnam conflict, Henry Kissinger and other
members of the Nixon Administration would probably have been indicted for crimes against humanity. Americans cannot tell the rest of the
world, “do as I say not as I do”. Like the drunk, abusive parent who uses illegal drugs yet preaches to their teenagers not to indulge, don’t
expect abstinence and sobriety. The first law of human behavior is whatever behavior you feed grows. And our behaviors have indeed had
their consequences.

Unless we want to turn the entire planet into a gangland of warlords, chaos and violence, where might makes right and law be damned, we
better start leading by example. America needs to abandon this immoral foreign policy of being the world’s thug for capitalism. It is OK for
America to have and use nuclear weapons. But if other countries obtain these weapons then they are “rogue states”.

The best leadership is always by example. The world community through the United Nations will support military intervention against rogue
states that would continue to possess these extremely dangerous weapons and threaten their use on their neighbors. We can have the
collective security that was envisioned by the founders of the United Nations. A thousand years of darkness after the fall of Rome and the
horror of World Wars One and Two taught us what life can be like without law. With the weapons that have evolved with industrialization, we
have created a truly dangerous planet for humans and other life forms. Technology and history has made us one planet. Our oceans, friendly
neighbors and history’s most massive military machine will never protect us from the handful of killers who always find a justification for evil.
With the creation of the Department of Homeland Security we are slowing losing the very liberties that has made our nation the beacon for
freedom and hope for everyone. This is one of the goals of the criminals who hate the open debate of ideas and ideology. If our populous is
afraid to express their individual differences lest they be accused of being “anti-patriotic”; if ideas cannot be debated or protests to foreign
policy means you are photographed and your picture and name is on a government file of subversives in the Department of Homeland
Security then we are no longer America.

Hypocrisy will not deter any nation from building or foregoing weapons of mass destruction. All nations, including America need to subject
themselves to international law and inspection, not just Iraq and North Korea. Our leadership by example will create a more secure world in
this century. Then as part of the global community we can bring to justice the criminal killers who unfortunately always have their cause. This
administration claims their goal is world peace. And to achieve world peace our troops in Afghanistan have stated that: “We will export death
and violence to the four corners of the earth in defense of our great nation.”14  There are alternatives to defense spending.
